3G Auction Process By Weekend (22-Feb-2010)

The government stated that it will commence the process of 3G by this weekend by issuing bid document.
This is since all issues with the Law and the Finance ministries stand resolved.
However, by the end of this week, the Department of Telecom (DoT) will issue Notice Inviting Applications (NIA) from the prospective bidders.
When asked about the date for auction of spectrum, Telecom Minister A Raja said that you can take 40-45 days from the date of issuing NIA.
At this rate, the auction will not be finished by this fiscal with only 36 days remaining.
Meanwhile, in case spectrum was not allotted as per the dedicated time from the NIA, the DoT is said to have eliminated the clause of any compensation to successful bidders.
On the number of slots to be auctioned, the DoT would go as per the decision of the EGoM.
The EGoM had agreed on allowing 3 private players across the nation while 4 private operators in some of the circles.
On the other hand, the government targeted Rs 35,000 crore proceeds from the sale of spectrum in the current fiscal.
But, however, but due to ambiguity over the number of slots and compensation clause, which has been resolved now, the auction is likely to be delayed.
Previously, Finance Secretary Ashok Chawla stated that no decision had been made on the timing of the auction of 3G wireless spectrum.
However, earlier, it was said that 3G spectrum auction, which was likely to bring in Rs 35,000 crore to the exchequer, has been deferred to the next fiscal.
As per the Department of Telecom, Law Minister Veerappa Moily, who is a member of the Empowered Group of Ministers (EGoM), has opined that the auction should be held when the spectrum is available.

The government was to invite bids from operators to participate in the auction but the DoT stated that the Notice Inviting Applications (NIA) are being fine tuned and will be issued shortly.
Meanwhile, with reference to the Revised Information Memorandum issued on 23 October 2009, government is in the process of finalizing the details to be included in the Notice Inviting Applications (NIA) which are being fine tuned.
On the other hand, the auction of 3G spectrum is on track and the empowered group of ministers (eGoM) will take a decision on the number of slots to be sold, Telecom Minister A Raja said on Dec 11. There is no change in auction schedule, Raja said on the sidelines of a conference in New Delhi.
