रिजर्व बैंक ने कंपनियों को ठंड का भंडारण सुविधाओ के लिए बाहर धन जुटाने के लिए, बुनियादी सुविधाओं का दर्जा दे रही है। इस के लिए कोल्ड स्टोरेज और ठंडे कमरे की सुविधा के लिए बुनियादी सुविधाओं का दर्जा देने का निर्णय इस आशय मे बजट घोषणा के बाद लिया है। लेकिन, यह बुनियादी ढांचा क्षेत्र की परिभाषा को विकसित करने का निर्णय लिया गया है ताकि लाभ बाह्य वाणिज्यिक उधार (ईसीबी) में हो। वित्त मंत्री प्रणब मुखर्जी ने कहा कि ईसीबी कोल्ड स्टोरेज या खेत स्तर पूर्व के लिए सहित ठंडा ठंडा कमरे की सुविधा के लिए उपलब्ध होगी। यह संरक्षण या कृषि के भंडारण के लिए और उपज, संबद्ध समुद्री उत्पाद और मांस के लिए है। दूसरी ओर, सरकार का फैसला ठंडा भंडारण क्षेत्र को प्रोत्साहित करना एक रणनीति का हिस्सा है जिससे अधिक खाद्य उत्पादन प्रोत्साहित हो और अपव्यय रुक जाये।

English Translation:

The Reserve Bank has permitted companies creating cold storage facilities to raise funds abroad, thus giving the infrastructure status. This decision to grant infrastructure status to cold storage and cold room facilities follows the Budget announcement to this effect. However, it has been decided to develop the definition of infrastructure sector in order to avail external commercial borrowings (ECBs). Finance Minister Pranab Mukherjee said that ECBs will be available for cold storage or cold room facility, including for farm level pre-cooling. This is for preservation or storage of agricultural and allied produce, marine products and meat. On the other hand, the decision to encourage cold storage sector forms part of the strategy of the Government to encourage more food production and prevent wastage. Earlier, Finance Minister Prananb Mukherjee had acknowledged the trend is disturbing, anxious by the high inflation numbers released on Monday.
