Telecos Will Have To Be Get Authorization For Launching Services Post (13-Aug-2010)

The Department of Telecom has said that in order to get authorization for launching services, after September 1, 2010, the telecom companies will have to gear up to provide the Mobile Number Portability (MNP) facility . Various new operators like Etisalat DB, Videocon and STel could face the brunt of such a directive as they are yet to launch their services in various circles and have less than 3 months to comply with the set norms.
The latest deadline for the MNP implementation has now been extended to October 31. But the MNP, a facility that allows the network users to shift to different operators without giving up their initial numbers, has seen postponement in its implementation as many as four times in the last 12 months. Previously, the idea of putting MNP into operation in a phased-manner too did not go down well with the authorities and was dropped after consideration.
On the other hand, most telecom companies in India do not have networks that are ready for the MNP implementation as they have not yet conducted tests on them. Merely 14% of the mobile networks are tested and are MNP ready followed by 36% networks for which the work is still under progress. The chunk of around 50% networks have so far not conducted any testing while the state run BSNL and MTNL had delayed setting up their MNP gateways.
Furthermore, the government had zeroed upon Telecordia and Syniverse to roll-out MNP services in India but apprehensions over Telecordia’s connection with Pakistan and non-telecom background of its Indian partner has given some worries to the government. In case Telecordia’s license is taken away, Syniverse will stand to gain as it will solely be responsible entity for the roll-out of MNP in the nation.
